The International Conference on Image Processing (ICIP), sponsored by the IEEE Signal Processing Society, is the premier forum for the presentation of technological advances and research results in the fields of theoretical, experimental, and applied image and video processing. ICIP has been held annually since 1994, brings together leading engineers and scientists in image and video processing from around the world. Visit website.

Human identification has now been a social liability due to
frequent terror threats and corrupt bureaucratic practices,
especially in rural countries like India. It has been surprisingly
observed that fingerprint quality is poor as compared
with finger knuckle quality of rural users as they exist on
the outer hand side. In this paper, we are proposing a novel
finger-knuckle-print based identification system. Initially,
finger knuckle image is preprocessed using proposed local
and adaptive image transformations. Then, finger knuckle

This paper proposes a novel two-stage framework for event recognition in still images. First, for a generic event image, deep features, obtained via different pre-trained models, are fed into an ensemble of classifiers, whose posterior classification probabilities are thereafter fused by means of an order induced scheme, which penalizes the yielded scores according to their confidence in classifying the image at hand, and then averages them. Second, we combine the fusion results with a reverse matching paradigm in order to draw the final output of our proposed pipeline.

In this paper, a novel spatial resolution adaptation approach for video compression is proposed. Its ability to dynamically apply downsampling to frames exhibiting low spatial detail delivers improved rate distortion performance, together with a reduction in computational complexity of the encoding process. This method is based on an experimental investigation of the dependence between the QP threshold, which determines when to encode lower resolution frames, and the distortion obtained after downsampling/upsampling.

In this paper, we present a novel image representation approach for classifying emphysema in computed tomography (CT) images of the lung. Our proposed method extends rotation invariant uniform local binary pattern (RIULBP) and local ternary pattern (LTP), which are extensively used in a variety of computer vision applications, into rotation invariant uniform local ternary pattern (RIULTP) with a human perception principle: Weber’s law.
