The IEEE Global Conference on Signal and Information Processing (GlobalSIP) is a flagship conference of the IEEE Signal Processing Society. GlobalSIP'15 will be held in Orlando, Florida, USA, December 14-16, 2015. The conference will focus on signal and information processing with an emphasis on up-and-coming signal processing themes. The conference will feature world-class speakers, tutorials, exhibits, and sessions consisting of poster or oral presentations. Outstanding papers will be selected for Best Paper Awards or Best Student Paper Awards; a paper is eligible for a best student paper award if the first author of the paper is a student. IEEE Signal Processing Society and National Science Foundation will provide travel grants to eligible students.

Cooperative localization plays a key role in location-aware service of wireless networks. However, the statistical-based estimator of network localization, e.g., the maximum likelihood estimator or the maximum a posterior estimator, is commonly non-convex due to nonlinear measurement function and/or non-Gaussian system disturbance, which complicates the localization of network nodes. In this presentation, a novel particle-assisted stochastic search (PASS) algorithm is proposed to find out the optimal node locations based on its non-convex objective function.

This is an overview presentation of our recent work which is jointly optimize the power and rate allocation procedure for the multi-layer transmission case. This is an extension of a previous work in the context of a relay-assisted channel applying AF relaying.

The recent standard on Enhanced Voiced Services (EVS) contains two memory-less gain coding mechanisms achieving better performance than the prediction-based techniques used in 3GPP AMR-WB and ITU-T G.729 codecs. The EVS gain encoder uses joint vector quantization without the need of information from previous frames. Inter-frame prediction is replaced by alternative schemes based on sub-frame prediction or estimated average target signal energy. This eliminates the propagation of error inside the adaptive codebook.

Upcoming standards are moving towards multi-antenna multiple-input multiple-output (MIMO) transmission techniques to harness the benefits of spatial degrees of freedom (DoF) in addition to the conventional time and frequency resources. Even though single user MIMO transmission improves the throughput noticeably, multiplexing different user data streams across the spatial dimension as in multiuser MIMO enhances the overall cell throughput significantly. However, this improved performance depends on the efficient selection of the users to be multiplexed over the spatial DoF.

In this paper the problems of transmitting trustworthy monitoring and control signals through the communication channels of sophisticated telemechanics systems using the IEC 60870-5-101 (104) are debated (104). Mathematically justified discrepancy between concepts of "information veracity" and " information protection from noise in communication channel" is shown. Principles of combined encoding ensuring high level of veracity of systems intended for energy supply are proposed.
